Come inviare notifiche all'app Android dal server Java utilizzando GCM?

Ho la mia semplice applicazione Android che utilizza il servizio web REST. Ora voglio inviare una notifica dal mio servizio web REST all'applicazione Android utilizzando GCM.

Come si fa? C'è qualche semplice tutorial per questo requisito? Ho cercato e trovato l'API di Google, ma non lo capisco.

Questa è una funzione utilizzata per inviare notifiche da Java all'app Android. questo codice usa JSONObject per aggiungere questo jar al percorso di costruzione del progetto.
